“Passport” system

“Passport” - national automated system for documentation and registration of population.

  • In 1993-1996, the Automated System for Collecting and Forming of a Database of Machine-Readable Passports of the Citizens of the Republic of Belarus was created (“Passport” AS)

  • In 1996, the Automated System of Referral Unit was created (“RU” AS)

  • In 1999-2000, the Automated System for issuance of residence permits and travel documents to foreign citizens and stateless persons permanently residing in the Republic of Belarus was created (“UPP” AS)

  • In 2002-2004, the development and implementation of “Passport” AS was performed 

 

“Passport” AS of MIA RB consists of:

  • Automated system for maintanance of passport data bank and issuance of machine-readable passports of the citizens of the Republic of Belarus

  • Automated system for issuance of residence permits and travel documents to foreign citizens and stateless persons permanently residing in the Republic of Belarus

  • Automated system for reference works

  • Automated Referral Unit

  • Automated system for management of performance of the departments of the Passport and Visa Services of the Ministry of Internal Affairs of the Republic of Belarus 


Objectives of system creation

  • issuance of documents in accordance with ICAO standard;

  • verification of legality of documents obtaining;

  • prevention of obtaining a second passport by one person;

  • prevention of the use of lost and stolen documents;

  • database search availability;

  • storing photographic images (passport photographs, fingerprints etc.);

  • increase of crimes detection and prevention. 

 

Functions performed by the system

  • data entry from application forms. Enter photos, personal signature and fingerprints, followed by processing and encoding;

  • automatic creation of a personal code during the initial receipt of a passport;

  • printing machine-readable documents according to the ICAO standard;

  • printing and quality control of issued documents;

  • keeping records of empty forms;

  • keeping records of issued, rejected forms of documents, as well as accounting of invalid, withdrawn, lost and stolen documents and forms.
